Senator Mike Gronstal
Senator Mike Gronstal of Council Bluffs is the Senate Majority Leader.  He has served in the legislature since 1983.  Since that time he has served in a variety of Senate leadership positions.  In the mid-90’s he was very helpful in eliminating diversions from the road use tax fund.  Senator Gronstal was an early proponent of funding TIME 21 and he continues to advocate completing the job.  Last session when TIME 21 was still in both the House and Senate Ways and Means Committee it became apparent that some House Republican leaders did not want to proceed in a bi-partisan manner.  Following the announcement by the House Republican leader that he was not going to vote for the bill, Senator Gronstal responded to the situation by announcing the Senate would take the lead on the bill, report it out of committee that day, and bring it to the floor for a vote early the following week.  He then met with key Republican Senators who also advocated TIME 21 and a strong bi-partisan vote was achieved by a 35 to 14 margin.  Senator Gronstal’s commitment to getting the job done with such a strong vote gave TIME 21 the critical momentum it needed for final passage in the House.



Representative Pat Murphy
While Senator Gronstal was working to move TIME 21 out of the Senate Ways and Means Committee, the House version of TIME 21 was sitting in the House Ways and Means Committee.  Because it was late in the session it was important to get the bill out of committee in a timely way so it could be debated on the House floor within 24 hours of Senate completion of the bill.  Speaker of the House, Pat Murphy, personally went to the House Ways and Means Committee which was meeting in session.  He asked the Chair of the committee to recess the proceedings and requested that the rules be suspended so TIME 21 could be considered immediately.  Following the recess the committee took up TIME 21 and reported the bill to the floor.  Without his personal intervention and leadership the House would not have been in a position to pass TIME 21 so soon after Senate action.  Quick consideration was a crucial factor in getting the bi-partisan support necessary to pass the bill in the House.  Now serving his second term as Speaker, Pat Murphy is AGC’s Representative of the Year.
