Joe McGuire, PhD, Cessford Construction Co.

Each year it is the privilege of the Executive Committee to select one person who embodies excellence, someone who provides a beacon for our entire AGC community. Each year the officers are challenged to select just one.

Intelligent. Inventive. Inspired. All of these adjectives could be used to describe this year’s recipient. AGC has many professional engineers as members who’ve earned the right to have P.E. after their names but not many have a PhD. In the educational community he’s known as Dr. Joseph McGuire but around AGC we know him has just plain Joe.


Joe McGuire is inventive in a way that benefits many others. Joe is the originator and instructor of an Iowa State University graduate class for educators whose purpose is to improve the image of the construction community through education. Since 2001 “Understanding the Construction Industry” has changed the beliefs and attitudes of countless teachers whose foremost thoughts were that aggregate mining, construction, ready mix and asphalt production were major sources of pollution in Iowa. Joe has proven through his shared teaching methods and the use of before and after questionnaires that these educators now have a much clearer picture of our industry. In addition, these teachers now include information on the construction industry and its contributions to the community in their classes. These students in turn, go home and tell their parents and a more accurate understanding is born. Through Joe’s inspiration, the story is being told again and again to each new generation. 97 teachers have participated in this class through 2007.

Joe not only makes construction benefits clear to the public he makes government regulation clear to his fellow constructors. Joe McGuire has chaired our Environmental committee for many years. Through his knowledge, his natural ability to teach and his unselfish desire to do so, AGC members have received accurate information on changes and requirements of environmental regulations. In cooperation with ILPA and APAI, Joe was instrumental in producing a reference manual for all contractors on “Environmental Permitting In Iowa”. The manual puts valuable information in one easy to understand place. Its contents include permits, hazardous waste, contacts, and DOT and DNR requirements. Joe and the Environmental committee are currently working on updating and maintaining this manual on CD. AGC is a true benefactor of having an intelligent, inventive and inspired member in Cessford Construction’s Environmental & Safety Manager, Dr. Joseph McGuire. We proudly honor him as 2007 AGC/I Member of the Year.
